Transportation Consultants, Inc. (TCI) has submitted its final report regarding MNPS transportation and fleet issues. The summary letter is attached for your review. Quoting from the TCI report, "The evolution of MBOE transportation is a model case of success. From an abysmal situation in 2001, where buses were unsafe, production at extremely low levels and the operation about to be privatized, MBOE transportation has elevated itself to a 'Best in Class' operation."
