Notification of PolicY Revisions/Additions
The following policies have been revised or developed in accordance with guidelines set forth by Federal and State Education Laws and Regulations as well as The Code of the Metropolitan Government of Nashville. In accordance with Executive Expectation 10.4, the Administration is informing the Board of revisions or additions to the District Policy identified as significant. These policies have been reviewed and approved by Administration and are scheduled for publication August 3, 2007. All policies have been reviewed by the Metro Legal department.
5114 Facility Use
This policy has been revised to reflect clarification of ‘political activity’ on MNPS property. The policy was updated to require Summer Camp programs seek approval from the MNPS Community Education Department prior to requesting the use of facilities.
1737 Dress Code
This policy has been revised to reflect recent Board action on April 10, 2007 and the recommendations from Metro Legal as provided in the Legal Opinion Summary dated June 12, 2007. This policy revision includes Standard School Attire requirements as well as the ‘opt out’ provisions and disciplinary action for non-compliance.
XXXX Charter Schools
This is a new policy that clearly defines the application, review and selection process for Charter Schools based on Charter Law. Text highlighted in grey reflects provisions from the Attorney General Opinion dated July 2, 2003.

XXXX Reporting Child Abuse and Neglect
This policy reflects a change in reporting to notify the Metropolitan Police Department in addition to the Department of Children Services so that the Police Department will be able to follow up on any criminal prosecution, if necessary.

K-12 Literacy Framework
In our continued effort to communicate the MNPS philosophy regarding the need to clearly communicate our mission to all stakeholders, Learning Support Services is in the process of developing a K-12 framework for literacy. The framework includes the elements of reading language arts instruction, opportunities for intervention, and examples of resources necessary to promote student achievement. The pillars of K-12 literacy include instruction in phonemic awareness, phonics, fluency, vocabulary, and comprehension. In the elementary tier where the emphasis is on learning to read, the term used to describe this approach is balanced literacy. In the middle and high school tiers where the emphasis is placed on reading to learn, the phrase becomes comprehensive literacy which is more inclusive and reflects the application of phonemic awareness, phonics, and fluency while continuing to focus on vocabulary and comprehension development.
Balanced Math
Learning Support Services is developing a balanced math framework that will begin with Pre-K-8. The purpose of the framework is to build mathematically powerful students who can solve real-life problems, communicate their understanding to others, and perform well on standardized tests. The MNPS balanced math framework encompasses four essential elements: concept development, basic skills, application of understanding, and problem solving. This framework will parallel the balanced literacy model that is currently in place. Teachers will have the opportunity to participate in training that will provide a common focus across the district.
